Since the arrival of the industrial revolution in the early nineteenth century, Europeans have come to adopt a remarkably linear approach to environmental challenges. There was a definite notion that technological progress and democratic freedom could be put in place to bring humanity into a new era of wellbeing. The development of mass consumer markets and capitalist accumulation acted as a catalyst for changing consumption patterns: in the 1800s, social critics bemoaned the fact that people acquired new consumer goods every day, but they rarely got them out of a sense of obligation. They needed to acquire these things because they could afford them: they were not deemed to be necessary for survival. Society (and in particular the market) could provide these needs, and they were simply enjoyable as the result of consumer choice and discretionary spending. This was a more comfortable model of freedom than the strict voluntaryism associated with utopian societies of the time, and it was associated with Britain. As the Victorian British economy consolidated, it developed an industrial infrastructure that, through the production of mass-consumption goods, it could begin to export to the rest of the world. The great modern improvement, then, was that there were now ways to generate the resources to pay for all this – ways in which a post-slavery capitalism could develop a global order where there was plenty for everyone. The general direction of travel was towards the free market: a free market was needed for the new machines, but it was also needed for the new populations, and to enable that growth there had to be the regulation and regulation of private business.
